The Documented Record

What the Record Does Not Establish
The Tonkin and WMD cases are settled by the government's own documents. The PATRIOT Act case establishes speed, not conspiracy: 45 days is the documented fact, and the ratchet thesis explains why the expansion persisted without requiring that anyone planned the crisis that enabled it. Demand Engineering describes the harvest, not the seed.
