The State Department confirmed that Global Engagement Center grant funding reached the Global Disinformation Index, whose advertiser risk ratings marked conservative outlets as high-risk; House oversight and reporting documented the grant trail, and funding does not itself establish government direction of the ratings. The Fifth Circuit found likely First Amendment violations in government contacts with platforms; the Supreme Court reversed on standing in Murthy v. Missouri on June 26, 2024, without reaching the merits. [DOCUMENTED]

What the Record Does Not Establish
The documented lattice is funding, contact, and scale. Whether the lattice amounted to state censorship by proxy is the question the Fifth Circuit answered one way and the Supreme Court declined to answer at all, and this file preserves that exact posture. USAID-era grant flows to media intermediaries are a live research thread held for a follow-on pass with specific grants, recipients, and amounts.
